To make headway on the human rights impacts of business in China, advocates need to partner with state-owned enterprises. But it is important to adopt effective strategies and to use proper language to make SOEs comfortable with their participation in human rights initiatives. It is certainly possible to make SOEs reliable partners to promote the business and human rights agenda in China.
